Many thanks to all who
made our annual summer Ice Cream Social combined with a mini
disaster preparedness drill a great success, with over one hundred neighbors
participating. Special thanks to homemade ice cream maker Bruce Wicinas, volunteer organizer Chris Canelake
(with assist from Lynn Richards), Bill Swartz for the Halcyon CERT group, and
all the volunteers who helped spread the world and set up, manage food, and
cleanup, etc. Tasty treats were also provided by Whole Foods
Market, our longtime partner since 1992, as well as by the CBCB! Thanks,
all!

1. Halcyon Thrive Kicks Off Autumn with a
Social on Sun., 10/6
EditorÕs note: Halcyon Thrive is a relatively new neighborhood
initiative for those who wish to take the next step in mutual community
support. Halcyon Thrive offers a ÒConversationsÓ program in peopleÕs homes,
where neighbors share knowledge and experience, as well as occasional social
gatherings -- all of which help us get to know one another better. WeÕre also
exploring ways to support one another when simple needs arise, which could
include Òaging in place,Ó or multigenerational support of other kinds. The
group currently includes around 75 neighbors and will kick off its fall
activities with a social gathering/deck party on Sunday afternoon, October 6. To
receive an invitation to the October 6th social, join Halcyon Thrive by
Thursday, October 3! If youÕve been thinking of joining and live in the
neighborhood (Telegraph to Adeline, Ashby to Woolsey), this is a great time to join
us, though youÕre welcome at any time. To join Halcyon Thrive and the Halcyon
Thrive Google group, where we plan and announce Thrive events, email your

2. Halcyon CERT Team Organization Class,
Sun., 10/20, 1-4 p.m.
EditorÕs note: Received from the Halcyon CERT group via Bill
Swartz.
At any one time, there are 34 firefighters on duty in all of
Berkeley. Imagine how overwhelmed 34 people, even with the best training and
equipment, would be if all of Berkeley suffered the catastrophic damage that
would follow a major disaster such as fire or earthquake. The Halcyon
neighborhood couldnÕt expect help for three days to a week, and maybe longer. And
it isnÕt just us; in virtually all recent natural
disasters communities have waited days, weeks, sometimes more than a month, for
first responders to arrive.
Halcyon Community Emergency Response Team exists as a group
of neighbors organized to help neighbors while waiting for first responders. We
are part of a national CERT program and receive support from the Berkeley Fire
Department and Berkeley Office of Emergency Services. We believe in saving
lives, meeting neighbors, and building community.
Halcyon CERT is planning a major earthquake drill in
January. If youÕre interested in CERT, now is a great time to get involved, and
if you have been in CERT and are thinking about getting active again, please
come back; we need you!
We will be offering a free class on the basics of emergency
management: how to organize available people and resources to do the
greatest good at the lowest risk. The class features
scenarios specific to Halcyon neighborhood. It will be fun, stimulating,
eye-opening, and tremendously useful in the event of
an actual disaster, not to mention for our drill in January.

Chat with neighbors & UC student volunteers from CalÕs
Berkeley Project while we weed, mulch, pick up trash, and remove graffiti in
the park and surrounding neighborhood. Please bring weeding and trimming tools
(with labels) if you have them (extra tools will be available if you donÕt).
LetÕs get our precious common space ready for the winter months!
Note: If thereÕs a public area in the larger neighborhood
where youÕd especially like to see trash picked up or graffiti removed, please
consider volunteering for an hour to lead a student crew out to clean it up! We
will have plenty of volunteer help, but we depend on neighbors to guide the
process so we get as much done as possible.

Crime Watch Focus: Request for Alternates to AttendSNCPC</b></span></p><p class=MsoNormal><span style='color:black'><b> </b></span></p><p class=MsoNormal><span style='color:black'>HNA Neighborhood Watch CoordinatorDawn Trygstad Rubin submitted the following update and request regarding theSNCPC:</span></p><p class=MsoNormal><span style='color:black'> </span></p><p class=MsoNormal><span style='color:black'>Many of you know that HalcyonNeighborhood participates as the unofficial Òsector 8Ó with the ShattuckNeighborhood Crime Prevention Council (SNCPC) in Oakland just south of us. DawnTrygstad Rubin, HNA Neighborhood Watch Coordinator, attends monthly meetingswith elected resident and business representatives from Oakland's Police Beat11 and their PSO (problem-solving officer from the police department) and theirneighborhood services liaison (from the MayorÕs office). She reports that itis consistently the most productive meeting she attends anywhere, withexcellent cooperation between residents, business owners, police, and citystaff working together to produce real results. The SNCPC has done proactivework with the Recreation Center at Bushrod Park, funded kids going to summercamps, closed drug houses, addressed nuisance issues, solved crimes, and more.</span></p><p class=MsoNormal><span style='color:black'> </span></p><p class=MsoNormal><span style='color:black'>Twice each year the SNCPC hostspublic meetings where they invite all residents and business owners/employeesto gather. That means US TOO in the Halcyon Neighborhood. Last year there wasan excellent meeting focused on the (still-ongoing) war between gangs inOakland, Berkeley, and Richmond over drug issues. Last month the firstsemiannual meeting focused on issues related to marijuana — both legalfor medical purposes and illegal. HNA is a community group dedicated to stewardship of the Halcyon
Neighborhood in South Berkeley (bounded by Telegraph, Ashby,
Adeline, and Woolsey). We encourage positive, proactive,
partnership-oriented approaches to improving the well-being of our
neighborhood, with an emphasis on the following goals:
* Community building (such as regular potlucks, special events in
the park, mutual support among neighbors, and multiblock yard
sales);
* Ongoing care of Halcyon Commons (a park conceived of and created
by the neighbors who founded HNA) under the nonprofit umbrella
provided by Berkeley Partners for Parks and in partnership with
the City of Berkeley;
* Continued greening and care of the neighborhood (planting trees,
cleaning litter off streets, graffiti removal, and helping
maintain public landscaped features);
* Strengthening neighborhood watch (crime watch, community safety
walks, emergency preparedness, and disaster supply cache);
* Networking with the larger Berkeley community (nearby
neighborhood groups, neighborhood businesses, City staff, and
elected officials);
* Sharing information and empowering residents to become proactive
in addressing neighborhood needs and in expressing individual
viewpoints regarding civic affairs (spreading news through
meetings, flyers, and the HNA E-News, and providing contact
information).
To fulfill these goals, HNA provides a sanctuary from partisan
politics so that neighbors with diverse viewpoints feel welcome to
participate. Thus, HNA only takes stands on larger issues when
there is near-unanimity among neighbors. By focusing on immediate
local concerns, we find we can have a greater impact and get
better results from the time we invest. Guided by these
principles, HNA invites neighbors who are willing to work together
in a spirit of partnership to participate at whatever level makes
sense for them. Opportunities for serving on our volunteer
Steering Committee and project-oriented committees are available
to neighbors who are willing to roll up their sleeves and work
together in a nonpartisan spirit. Neighbors are invited to step
forward into leadership positions defined by the work they do in
accordance with HNA’s primary goals and guiding principles.

Ashby/Telegraph/Woolsey/Adeline area of south Berkeley (HNA’s
borders), including announcements about community-building
potlucks, greening projects, crime watch, disaster preparedness,
and work parties in Halcyon Commons park. If you’re receiving this
email, you probably either signed up at a neighborhood event or a
neighbor forwarded it to you. Please note that to prevent spam,
HNA does not share your email address with third parties. If you
wish to be removed from this list, please contact HNA Co-Chair

endeavor, the E-News does not include “letters to the editor” or
“commentary,” but will gladly include links to such items written
by neighbors in the Ashby/Telegraph/Woolsey/Adeline area and
published elsewhere (the
Berkeley Daily Planet has a large section devoted to opinion).
Also, please note that the E-News is typically published the
second week of each month; submit your item early if it relates to
a future event, and there’s a greater chance it will be included.
HNA Halcyon Safety Walk & Neighborhood Watch Listserv:
For those interested in getting breaking crime-watch news,
discussing ways to make our neighborhood safer, and perhaps
participating in night-time and daytime safety “dog” walks (dogs
not required!) to build community and serve as eyes on the street,
please contact halcyon92@gmail.com indicating your interest in
this listserv, and you’ll receive an invitation to join. For
everyone’s safety, be sure to include your full name, address,
email, and phone.
HNA Disaster Preparedness Listserv: If you’re
interested in helping out with neighborhood disaster preparedness,
please contact halcyon92@gmail.com indicating your interest, and
you’ll receive an invitation to join. For everyone’s safety, be
sure to include your full name, address, email, and phone.
HNA Steering Committee Listserv: If you’re
interested in serving on HNA’s Steering Committee in alignment
with HNA’s Guiding Principles, email halcyon92@gmail.com to
indicate your interest. The Steering Committee conducts most of
its business via listserv (with one or two in-person meetings
annually); members agree to assist with at least one or two HNA
events during the course of the year and to answer Yahoo group
polls to aid in planning.
