EditorÕs Introductory Note:
What weÕve learned over
the years is that the most important thing we can do to foster neighborhood
safety on multiple levels is getting to know our neighbors so we can all look
out for one another as well as provide mutual assistance after a disaster like
a big earthquake. Our annual Ice Cream Social (item 1) combined with a mini
disaster preparedness drill (item 2) offers a way to have fun while building
community and enhancing neighborhood safety. Hope to see you there!

1. Ice Cream Social in the Park
for National Night Out
Tuesday, August 6, 6:30-8 p.m.
EditorÕs note: WeÕre anticipating a fun summer evening in the
park, with visits from fire fighters, beat officers, and city officials. This
event is a crucial part of cultivating a safe community by knowing and caring
for each other, so bundle up to stay warm and support it with your presence!
And be sure to participate in the mini emergency prep drill described in item 2
below.

Please join the Halcyon Neighborhood Community Emergency
Response Team (HNA CERT) in an emergency preparedness drill!
* At 6:20 p.m. and again at 7:00 p.m. on Tuesday, August 6,
an HNA CERT volunteer will drive through the neighborhood honking a car horn to
signal the start of the drill.
* We ask residents to place a GREEN item in their window or
door (the green flyer most of you received works fine), telling first
responders and CERT that they donÕt need help; and then . . .
* Go to Halcyon Commons, check in at the HNA CERT table as
though youÕd just left your home after a disaster, and . . .
* Enjoy ice cream & cake, neighbors, and community at
the Ice Cream Social!!
3. Neighbor
Organizing Prince Street Block Party with Live Latin Jazz, Labor Day, 9/2, 2-6
p.m.
EditorÕs note: Prince Street neighbor Agustin is once again
organizing a block party with live music on Labor Day. See information below
from the flyer heÕs circulating announcing the event. (Note that they will
collect a donation for the music and other expenses at some point, but
neighbors are under no obligation to contribute unless they wish. This is a
privately hosted event open to the public, not put on by HNA, but IÕm guessing
many neighbors will like to know about it and possibly attend.)
Street closure time 10 a.m. – 7:30 p.m.
(Prince Street car traffic open only to residents during that time)
Why: A time
for us to get out and meet our neighbors
Where: Prince
Street between Telegraph Ave. and Halcyon Ct., in
front of 2339 Prince
Please no parking on the street in front of
2331, 2333, 2335, 2337, 2339, 2341, 2343, and 2345 on Monday September 2. This
will be the primary Block Party event area.
Who:
Sponsored by your neighbors at 2339 Prince St.
What: The
street will be closed off for us to gather, meet and greet, with music by the
Bay Area Cuban Latin Jazz All Stars Band.
A permit has been granted for us to close the
street for us to gather together and to have live amplified music. Please bring
your lawn chairs to listen to the music and chat with your neighbors. Enjoy the
good energy of the neighborhood. LetÕs make this neighborhood truly our own.

Crime Watch Focus: Request for Alternates to AttendSNCPC</b></span></p><p class=MsoNormal><span style='color:black'><b> </b></span></p><p class=MsoNormal><span style='color:black'>HNA Neighborhood Watch CoordinatorDawn Trygstad Rubin submitted the following update and request regarding theSNCPC:</span></p><p class=MsoNormal><span style='color:black'> </span></p><p class=MsoNormal><span style='color:black'>Many of you know that HalcyonNeighborhood participates as the unofficial Òsector 8Ó with the ShattuckNeighborhood Crime Prevention Council (SNCPC) in Oakland just south of us. DawnTrygstad Rubin, HNA Neighborhood Watch Coordinator, attends monthly meetingswith elected resident and business representatives from Oakland's Police Beat11 and their PSO (problem-solving officer from the police department) and theirneighborhood services liaison (from the MayorÕs office). She reports that itis consistently the most productive meeting she attends anywhere, withexcellent cooperation between residents, business owners, police, and citystaff working together to produce real results. The SNCPC has done proactivework with the Recreation Center at Bushrod Park, funded kids going to summercamps, closed drug houses, addressed nuisance issues, solved crimes, and more.</span></p><p class=MsoNormal><span style='color:black'> </span></p><p class=MsoNormal><span style='color:black'>Twice each year the SNCPC hostspublic meetings where they invite all residents and business owners/employeesto gather. That means US TOO in the Halcyon Neighborhood. Last year there wasan excellent meeting focused on the (still-ongoing) war between gangs inOakland, Berkeley, and Richmond over drug issues. Last month the firstsemiannual meeting focused on issues related to marijuana — both legalfor medical purposes and illegal. Alady was assaulted Friday [March 19]. She was outside the church (Prince andTelegraph), and a man was screaming obscenities. She asked him to stop and heattacked her pretty violently. A man walking on the other side of the streetcame to her rescue and the attacker fled. HNA is a community group dedicated to stewardship of the Halcyon
Neighborhood in South Berkeley (bounded by Telegraph, Ashby,
Adeline, and Woolsey). We encourage positive, proactive,
partnership-oriented approaches to improving the well-being of our
neighborhood, with an emphasis on the following goals:
* Community building (such as regular potlucks, special events in
the park, mutual support among neighbors, and multiblock yard
sales);
* Ongoing care of Halcyon Commons (a park conceived of and created
by the neighbors who founded HNA) under the nonprofit umbrella
provided by Berkeley Partners for Parks and in partnership with
the City of Berkeley;
* Continued greening and care of the neighborhood (planting trees,
cleaning litter off streets, graffiti removal, and helping
maintain public landscaped features);
* Strengthening neighborhood watch (crime watch, community safety
walks, emergency preparedness, and disaster supply cache);
* Networking with the larger Berkeley community (nearby
neighborhood groups, neighborhood businesses, City staff, and
elected officials);
* Sharing information and empowering residents to become proactive
in addressing neighborhood needs and in expressing individual
viewpoints regarding civic affairs (spreading news through
meetings, flyers, and the HNA E-News, and providing contact
information).
To fulfill these goals, HNA provides a sanctuary from partisan
politics so that neighbors with diverse viewpoints feel welcome to
participate. Thus, HNA only takes stands on larger issues when
there is near-unanimity among neighbors. By focusing on immediate
local concerns, we find we can have a greater impact and get
better results from the time we invest. Guided by these
principles, HNA invites neighbors who are willing to work together
in a spirit of partnership to participate at whatever level makes
sense for them. Opportunities for serving on our volunteer
Steering Committee and project-oriented committees are available
to neighbors who are willing to roll up their sleeves and work
together in a nonpartisan spirit. Neighbors are invited to step
forward into leadership positions defined by the work they do in
accordance with HNA’s primary goals and guiding principles.

For those interested in getting breaking crime-watch news,
discussing ways to make our neighborhood safer, and perhaps
participating in night-time and daytime safety “dog” walks (dogs
not required!) to build community and serve as eyes on the street,

this listserv, and you’ll receive an invitation to join. For
everyone’s safety, be sure to include your full name, address,

HNA Disaster Preparedness Listserv: If you’re
interested in helping out with neighborhood disaster preparedness,

HNA Steering Committee Listserv: If you’re
interested in serving on HNA’s Steering Committee in alignment
with HNA’s Guiding Principles, email halcyon92@gmail.com to
indicate your interest. The Steering Committee conducts most of
its business via listserv (with one or two in-person meetings
annually); members agree to assist with at least one or two HNA
events during the course of the year and to answer Yahoo group
polls to aid in planning.
